In my opinion; The opposite would be total control, but I sure don't want to see that happen. We already exist in organized chaos, we see it every day on the news. Think of Katrina, organized chaos! That is why it failed. Organized yet, without attention to detail. None of the FEMA staff had a DEGREE in Emergency Management. No one in our Government has such a degree, it is just now being offered in colleges. I know because I helped during the aftermath of Katrina and I have just enrolled in classes to get my degree.
