Bettas (male or female) should be active swimmers. It's start by looking at the temperature of the tank (should be between 76-86oF) and the water quality (are the ammonia and nitrite 0 [ideal] or at least under 0.5ppm [if the tank is cycling] and the nitrate under 40 pmm?).

Is the tank (or container) at least 2.5 gallons or larger? (gives the fish room to swim around)

Do you have a filter? If so, be sure the current isn't too strong for her to swim - there may be an adjustment on the uptake tube where you can adjust the flow, or some models you can turn the entire uptake tube to the side to slow the flow.

Is it the only fish in the tank? If there's a bully in the tank, or if you have a group of active swimmers, she may be staying on the gravel to keep out of its/their way.

Sometimes they just act "bored" if they aren't given an environment that gives them something to explore. I have driftwood, at least two plants (real or fake), and a snail or other "tankmate" for each of my bettas, and I never see them staying still.

Another thing you might try is to feed your fish a little live food - I have buckets that catch rainwater, and occassionally have mosquitos breed in them. It's something to see when a betta tries to eat one and it moves (especially the first time a betta ever eats something that tries to 'get away'!).

It's normal, they are a slow moving "pet", unless they're fighting. Sometimes you might think it's dead. Ours has even gone belly-up on several occasions, only to find a day or two later that it's swimming around just fine. (It's a weird little betta!) But, no, don't worry, it's normal for them to lay on the bottom.

And you think there's something wrong with her?

My male betta is usually laying on the gravel as well. Maybe she just likes it there.

i have my male in a lil breeder net in my ten gallon because he was being niped, and for him to build a big bubble nest. but one night i saw him on the bottom of it and i taped the glass and he "woke up" he was just sleeping.
and sometimes bettas are just lazy fish
