They think they are still relevant. Europe is in decline, China, India and the Middle East are much more powerful, that's why Europe "united", but it's to late. I guess they figure this is something easy they can do since it takes no effort nor requires any projection of power.

Death penalty is immoral. Texas is a morally a backward place but it should try to catch up with the rest of the world.

I was thinking that perhaps they should intervene to stop the murder of an innocent person. If they can't, then butt out.

It is their right - they are not telling, they are asking. Everyone has that right. The US does it to other countries all of the time.
