you're going to have to get x on one side of the equation or you'll never get anywhere. Since I can't underline anything, I'll use <_ as "< or equal to" here:

1 + 3x <_ 6
this is what you're starting with

3x <_ 6-1
you've subtracted 1 from each side and x is all alone

3x <_ 5
subtracted 1 from 6 and streamlined it a little

x <_ 5/3
divided each side by 3 and now x is REALLY alone
