Windshields are one of those things that nobody really likes, but they are one of the best investments for your bike, They reduce your fatigue on long trips by blocking the force of the wind, they will help knock some rain off you if you're caught out in it, they are the best protection you can buy from bugs and debris thrown up by cars or bikes in front of you.
If most of your riding will be in the city at moderate speeds, you can probably live without one. I personally would get a detachable just in case. They can go on and come off in just a few minutes.
As for handling, there will be very little difference, except for getting used to it being out there in front of you.
BTW, even with a windshield, NEVER ride without eye protection of some kind.

I would say you probably don't need one. Windshields are most useful in long, high-speed trips where the wind beats you up, or in really cold or wet weather.

OTOH, I don't think a windshield would affect your handling much. I used a windshield on my 350 and I was surprised at how little it changed the steering or 'feel' of the bike.

The first time a windshield catches a rock or junebug it pays for itself. You'll like it if you catch a rain shower, too.
The shield won't affect your steering or handling. On a 250cc motorcycle you probably won't notice any difference in gas mileage, either.

A windshield may affect the steering slightly, but it probably won't be noticeable at any speed unless it's flimsy or not installed properly.

The windshield plays a part when your going at higher speeds 50mph is fast enough and on a windy day WITHOUT it you'll feel the wind more. I recommend having it.

It may affect the steering if it is too large.
It will not be harder to handle in good weather.
On very gusty days you will notice it.

You won't notice the difference in handling. You will notice not having the wind and foul weather hit you as much. I ride without one in the summer and with one in spring/fall. Helps keep colder air off.
