XP Resarts at Windows Logo?

I have a 'Packar Bell Versa E400' Laptop.
It turns on , reaches the windows logo screen and then suddenly restarts..no error nothing.
tried booting in safe mode..still same problem
tried booting from an XP installation CD.....dosent load the cd up..
wat the hellz wrong..........plz help

OS could be badly messed up. Try this repair procedure that retains all files:

Sounds like system setup is the answer (F2 at startup, usually)
