You examine the laws of your jurisdiction (probably your municipality) to see whether neighbor does, in fact, have obligations. If you're not sure, ask the city what the rules are. If you discover it is, in fact, a shared expense, write a short to neighbor to inform, citing the city rule or bylaw that says this, then suggest a plan to replace fence. If no response, hire atty. If you have replaced a fence without first examining the relevant law/rules your fence is somehow not in line with the rules, the city may force you to remove it, fix it and/or your neighbor may have a cause of action against you.

It would depend on who originally owned the fence. This would be determined, by seeing which way the better side faced. The owner is required to have the bad side of the fence face his property. Whomever owns the fence has the responsibility of replacing it.

Was the neighbor at fault for the damage to the fence. If yes, take them to small claims court. If no, they have no liability in assuming any of the cost.

put the fence up, and pay for it all yourself, it does enclose your yard to. and chalk this one up as yes a bad neighbor, or if you don't need the fence do what my Friend did and take it down and don't replace it, when the neighbor next door complains then you'll have something to discuss

Pick out the fence you like and have it installed with the ugly side facing the neighbor. Also paint only your side.

My neighbor wouldn't pay for her half so the man who was going to install the fence suggested we install only half-- hehe...

Not a good solution though! I think my parents just went to talk to her about it. They ended up paying for it themselves and she would just give them payments every month since she was low on cash. If your fence really needs fixing then you're just going to have to pay for it yourself.... that sucks-

They don't have to, and before you are tempted to pull it down, you would be wise to get their permision in writing' even if you decide to put up another fence.
