Tallinn, Estonia. It's a beautiful city and it has a lot to offer. Tallinn also has a lot of history. You can walk through medieval streets and see all the awesome architecture of the time. A lot of it has been preserved to this day.

I've only been to four European countries, but I'd have to recommend Florence or Rome, both in Italy. Florence has a lot more charm though... Rome has everything but, PACKED in and kind of dirty... but it's an experience.
