There is some low level of unemployment that is caused by people losing jobs or entering the job market taking time searching for a suitable job. When unemployment rises it is usually due to economic down turns in the business cycle. Since only capitalist economies have business cycles it is safe to assume the cause is uneven private investment in the economy resulting in booms and busts..

The cause of employment is the fact that jobs are being outsourced left and right so Americans are losing their jobs to foreign labor because it's cheaper to pay them than to pay us. The consequences are just that, unemployment because when people don't work then money is drawn from the people who are working and given to them in the form of welfare. So the people that have work is basically being taxed like crazy and having a hard time making mortgage payments and so on.
