Here in NZ, giving tips is a novelty. We dont do it. But some of us do in Restaurants and Hotels if we've had especially good service. So the answer would be no.

yes, but it's only happened once. after being seated, the waitress basically ignored us, didn't wait on us, didn't take our order, nothing. we sat there like idiots and finally asked for the check (we were at least served tea). we paid for the tea, and that was it. no tip.
