I have a couple of Neon Tetras in the same tank as 2 X-ray Tetras and 7 Fancy Guppies. Everytime I feed them (they get tropical fish flakes, shrimp, blood worms), the Guppies and X-ray's come to the top to eat, but the Neon's don't. What could be wrong? Why aren't they eating?

It is very likely that the Neons are very insecure because of they lack of school. A school is a group of 5 or more fish of the same species. Having only two Neons is very stressful for them... go get 3 more Neon Tetras when you get a chance.

Nosoup4u is right. You need to increase your size of shoal of Neon Tetras. I recommend that you get rid of either the Neons or the X-rays and just keep a larger group of one or the other. Keep 5 or more of either fish.
