The money lei sounds cool.
You could roll thebills up, stick them inside balloons, blow the balloons up with helium, then give him the balloons to pop.
You could put it in a big box filled with shipping peanuts, wrap it...so he'd unwrap it, and dig through the box to find money.
You could always make a money tree, by buying a little tree at a craft store, and putting money as leaves.
You can always type your question on google, there are always tons of ideas there.

Shower them with money - buy an umbrella from the dollar store. open it up and tape bills to the spokes inside. You may want to tape some of the bills to ribbon as well so they hang down further. close it back up and wrap. It will take him a while to figure it out.

When I was a teen my grandma put $50 in a labyrinth made to hold money (not sure where you'd get that now...). Only when you got the ball through the labyrinth to the end could you pop open the labyrinth and retrieve your money. My cousins and I were at it for hours!

put some hockey pucks in a HUGE box and then stick the money in betweeen the box's flaps on the bottom...its really funny to see them search for their present...or instead of hockey pucks do easter grass or packing peanuts...also wrap it in a box withi a box within a box.....etc. also try making a money "tree" or maybe put bills in balloons and have him pop them....or maybe try doing all one dollar bills!! or maybe give him a barbie doll that has the money hidden inside (ie. you have to rip off the head to get the money) lol and see how disgusted he is at first!

If he is saving for something special pack it in that shape.
As most teenage boys want a car as soon as they are old enough, a toy car, or a paper model car (just found that link: http://www.papercars.net/ )
is a sure hit.
If he wants to do or buy something else, print pictures of the thing and paste them all over your envelope, or print them all on one sheet and use that as envelope.
Or write him a 'book' token and fill the token with money. (Instead of book you can use any word, as music, drinks, petrol, ....)

Give it in all dollar bills taped together in a tissue box. my grand mother did that and it was funny as hell to watch him take out $50 bills out in ones.
