Yes, any time they "make" you do anything at a job without getting paid for it, it's illegal. Call the employment commission in your area and file a complaint.

Yes, it is illegal. You need to refuse. If they fire you for "not working", you need to call the Labor Board in your state. It would be best if you could get all your co-workers to do it with you. If you all stand as one, the employer may be more likely to see the error of his ways.

Most defiantly talk to the local EEOC or employment agancy/Labor board.
What happens if you don't stay ?
You and fellow employees may need to talk to EEOC / Labor Board or an attorney. most will first consol for free.

The manager is trying to make himself look good and cut his expences at your lose.

Yes it is, but good luck getting anything done about, if you don't work union you'll have a tough time making an impact.
