Beyond that, I reckon you may be looking for a more anthropological answer.
Read up on Mesopotamia and Jiroft (2). There is talk of evidence suggesting kings in both areas.

I always understood it to be Nimrod in the bible. He gathered a group of hunters around him and got to hunting peoples goods and set up a city. Not an appropriate reason, money and power. Still the same, isn't it.
