I understand your mom but I don't agree with her.
The world has always been a dangerous place and always will be. I assume her worries are primarily because of the terrorist attacks. When I was travelling abroad alone (not like you, with a group) as a young girl, my mother also worried a lot - mostly about me being alone in the big world, but still she let me go. I never had a bad experience to the level that it would outweigh the good side of my trips. Try asking her to put down on paper what it is that really worries her. People to People is a group thing; next to none worries about safety. But if she worries about things nobody can control, then it's very unlikely you'll convince her. In that case, come forward with the argument that accidents happen everywhere, even at home. Travelling abroad will not prevent them, but it will certainly change your life for the better:)

Maybe your mother got scared after she heard your sisters stories. Or maybe she is more careful because the countries involved.
Personally I think that if she allowed one of you she should allow the other too.

But mothers will not be swayed by what strangers on a website say.
Talk with your sister, maybe she knows what to say to your mom.

And if you are not able to go this year, if you make no big fuss, maybe you can go when the opportunity comes around again, or maybe you'll be able to talk your mom into a good travel when you leave school.

It is an opportunity of a lifetime, but the world is a crazy place now. Will the opportunity come again next year? Maybe mom is just waiting for things to settle down a little.

How old is your sister now?
The world is very dangerous place, so if that was several years ago then I side with your mom, but if it was in the last couple years I side with you.
What is a people to people thing? Are you going with anybody you know, did she?
