Snow is water based (obviously). Coat it with "Dubbin", which is similar to a "saddle soap" used on Horse riding saddles. It provides a wax-like coating. They still might get a bit damp after several hours as water can work its way through the stitching - but if you are walking through snow occasionally - it should do the trick.

yes. don't get leather wet. it'll ruin the boot. especially snow, since many times its mixed with salt.

I used to use a coating product on my riding boots but I don't remember what it was called. Something like the product in the link I listed might be good though.

last year when i wore my leather boots in the snow (they cost £100) and they were fine ..
the salt in the snow leaves a stain on it but you can easily wipe it off with a cloth
