By cutting the fuel supply. A solenoid does it on modern vehicles. On old trucks you had to pull a fuel cutoff knob.

if the question is how do you stop a diesel that wont cut off. the answer is to smother it. Cutting off its air supply is the easiest and least destructive method. Removing the fuse on the ECM can cook it. Cutting the fuel supply can cause internal problems, so cover the intake, I use a book wrappedin ashirt, will do it every time. Us heavy diesel techs every now and then get one that runs away( wont shut off, and the rpms ramp up until the engine comes apart) and thats how we get it to cut off. There are different types of diesel engines. Ones with mechanical injector pumps cut the power to the actual fuel injectors. Ones with electronic injector pumps cut power to the pump.

You cut off the fuel supply. Or hold open the valves so it cant build compression.

when you hit the kill switch on a deisel engine or turn off the key it cuts off the fuel supply.

You cut off the air flow or lean it out till it stops or use an exhaust brake till it stops(dangerous)
