It changes all the time as Earth and Pluto move at different speeds in their respective orbits, but is about 4 billion miles on average. The variation is much less than 1 billion.

Because the suns gravitational pull couldn't control a planet which is so far away and thus pluto has a strange orbit.

Pluto is far from Earth while the sun's gravity took control pluto was very far away and difficult to handle
