Reducing fractions is more accurately described as "reducing to the lowest COMMON multiple". It is a trial and error procedure. First you guess a number that will divide into the numerator a whole number of times. Then you determine if that same number will divide into the denominator a whole number of times. Repeat the procedure. It helps immensely if you know your multiplication tables!!!!
In your examples the fraction 35/100 the numerator will divide by 5 resulting in 7. The denominator will also divide by 5 yielding 20. Trial and error shows that it will not reduce further. Neither of the other examples will reduce.
Here's another rule to consider. Numbers ending in an odd digit cannot be divided by a number ending in an even digit with a whole number as the result. The converse is true except in the instance of numbers ending in 0 can sometimes be divided by numbers ending in 5.
If both the numerator and the denominator end in an odd or an even number then evoke the trial/error procedure.

35/100=5x7/2x2x5x5. A 5 can be taken out of both the numerator and denominator. What is left is the reduced answer. 7/2x2x5, or 7/20.
783/1000 can not be reduced because 1000 breaks down to only 2's and 5's. 2x2x2x5x5x5. 783 contains no 2's or 5's when broken down(even and does not end in a zero or 5). So nothing can be taken out.
3/100= 3/2x2x5x5. Nothing can be taken out.

Are you reducing fractions or converting to decimals? All of the above answers are right for reducing fractions - 7/20, 783/1000, 3/100.
The decimals are 0.35, 0.783, and 0.03.
