Why do you think a waiting period and blood test are required before a couple can get married?

The waiting period is to give time enough to get the results back, the test is for VD now called STD. To help stop the spread of these disease into families. It is a very good idea and the idea still holds merit today.

When there is a waiting period, the theory is that it'll give the applicants a chance to reconsider (hopefully to avoid a bad marriage or divorce later on).

When there is a blood test, it is to check for STDs (a potentially slow and agonizing death is a lousy wedding present).

Depends on jurisdiction. In California, there is no waiting period and no blood test (it is considered an invasion of privacy to force someone to tell a potential spouse about STDs).
