There could be a variety of reasons. i don't know what candidates have been out there, party affiliation or how the votes turned out.

Racism. But to be fair, this is not just a phenomenon of the South, there have been only three black US Senators for the entire country since the Reconstruction. Edward Brooke of Massachusetts, Carol Moseley-Braun and Barack Obama of Illinois.

Interesting that all of the answers so far seem to want desperately to avoid the word "racism." It's no secret that southern states have spent much of the time since the Civil War trying to discourage blacks from voting, and the effort continues. Still, as has also been pointed out, there have been black governors, and it seems only a matter of time before the Senate becomes integrated again. Perhaps having a black President will help break down the barriers.

The south is still the south .
You may have hired the blacks to work as teachers and cops and into the government but the people in the south only pay minimum wage to blacks .
A senator earns far more then minimum wage .
The only reason black house members get elected is because of an almost all black community becoming its on district .

Not sure, but there have been several black governors.
And, of course, the current president, a native of Texas has had several black cabinet members, two as Secretary of State. Wonder why those Chief Executives from the north haven't been as diverse.
What's your point?

Why has there never been a :
Black Secretary of State
Black national security advisor
Black Chairmen of the JCS
In a Democratic Administration ?
Cause people haven't voted for them.

Don't know, don't care. My votes are based on qualifications and not with regards to race or gender. If a true conservative black person runs for Senator and had the qualifications, I'd vote for that person. :)
