All 31-day months have equal lengths and are the longest months. They are January, March, May, July, August, October, and December. Because Western timekeeping considers days to start and end at midnight, the duration of day and night has no effect on the length of months.
It was wisely pointed out by some of the later answerers that Daylight Savings Time does result in one hour being added to one month. However, due to a recent change in the laws governing DST, that month is now November, not October. DST used to end at 2am on the last Sunday in October, but now it ends at 2am on the first Sunday in November. And since November is a 30-day month, it is still shorter than all of the 31-day months. John G♥, however, is correct that leap seconds make occasional Decembers longer than any other month.

In general I would say that the months with 31 days are the longest. However, the current calendar system doesn't quite match the solar system and sometimes leap seconds are included to get the systems in synch. This happens on the 31st of December and that would make December for that particular year the longest month of the year.

October - normally has 31 days, but with the extension of the last Saturday by 1 hour due to daylight savings (or the return to Greenwich Mean Time), it is actually longer that the rest of the 31 day months by one hour; the shortest 31 day month is March due to the instigation of British Summer Time, where an hour is lost.

I guess, if you're in a country/state that observes Daylight Savings Time, then October would be the longest month by 1 hour.
Because, in October, you turn your clocks back an hour on the last Sunday of the month. So, you spend one extra hour in October than in any other month.
