If you mean try and kill yourself, yes. No if you succeed there is no crime. The reason it is illegal to intentionally try and kill yourself is that if not, then the med team, the police, the ER would not be able to intervene and try and save the person.

It can be. Using prescription drugs in a manner inconsistent with their labelings is one of those fine print things.

In some States it is. In Ohio, if you try to commit suicide with drugs and fail to die, you will be charged with drug abuse.

being drunk would technically be overdosing on alchohol as well. so when you go out in public drunk... would that be illegal or just what you do when your drunk?
