Everything in our fridge keeps freezing: half gallons of OJ, gallons of milk, heads of lettuce, everything in the vegetable/fruit drawers. We have turned it down to its lowest setting. Why is it doing this? What can we do? Will turning down the freezer help?

yes, a fridge is just a freezer on top cold air falls down to the lower part, the fridge part is controled by a flap or vent that allows cold air to fall, if the freezer is working a fan may be bad, its located under the plate in the freezer, or the freon may be low in the fridge have a repair man check it out,

This can happen when the door is opened often or more likely when the seal is not made properly with the door shut. The fridge then over cools trying to keep up with the energy loss. Check that the door is closing properly and that the door gasket is in good condition.
