Most of them do not allow it as it conflicts with their own advertising.
The easiest way to have a free site with Adsense is to use Google's blog - Blogger.com.
It has a very easy in-house Adsense sign -up and placement program and you can customise the blog to look like any website.

YES -- but only if the free web host will not serve ads that look and act like Google Adsense.

For example, Yahoo Geocities -- which is not acceptable with Adsense because it serves to its free pages ads from Yahoo Publisher Network, Google Adsense's direct competitor.

So check first if the free webhost serves ads, and how these ads look like.

Otherwise, use Blogger.com http://www.blogger.com which is owned by Google and makes using Adsense easy
