If you make purchases in Europe the VAT is usually already added to the price. Some places with give you a form to fill out to get the VAT refunded. If you are trying to avoid paying taxes by shipping items home, you will have to pay for shipping (it will definitely not be free) and you will have to file for a VAT refund. Some places will sell tourists certain items duty free. There are duty free shops in most airports near the international departures. If you are trying to avoid an import duty on items you bring back from Europe you will have to check what and how much you can bring back duty free.
