My whitecloud minnows challenges each other, one came near to one with a trembling motion flattering its fins and then knock the other minnow while the other escape quickly. Are they having a fight? Is this safe? And some eat more than the others (who haven't realize there's food), do you have any solution to this?

its common, males will often do this to impress females. i have never seen a male actually attack another male, they will dance from time to time, but that is normal.

Dont worry, it is actually a good sign, indicating that your water parameters are fine and they are getting into breeding mode, again it is a good sign.

Well, the fish doing this "display" behavior is probably a male (brighter red, more white on the other fins, more slender than a female). The other may be a female, and this is a courtship display, or if it's another male, it a challenge over a female. Either way, it sounds like one's ready to spawn! Some fish will always seem to get to the food sooner than others. You can help by trying to feed at the same times each day, so the fish are prepared at that time and know to come looking for food - you can even open the tank and rub your fingers together so the faster ones come up in preparation to eat, and the slower ones notice and come up as well. Try spreading out the flakes on the surface so it's easier for all the fish to reach a few without being disturbed bu the others.

Probably rival males and if there are some big ones who want to eat more than their share.
