I think that may be the kind of hanger that is dropped at the shoulders and covered in velvet. Or padded silk. Something! My friend would know... but is she home? No! She's hanging around her place today.

There are a lot of different "hangers", but the only one that would make any sense to modify with "italian" would be a sword.
It probably refers to a specific make of short sword.
