Tuck in the collar if you are wearing a suit.
If not, pop it or wear outside if you want - it's a personal preference, but not everyone looks good that way [ especially people with very skinny neck/shoulders or very wide neck/shoulders.]

I think both. Just depends on what you are wearing. But not everyone can pull it off though.
