actorsaccess.com has listings in Texas (South/central region). There's not a lot, but there are some. Most projects are cast in LA or NY.

There is no such thing as open auditions for speaking parts in movies. You have to have an agent get them for you. To learn more about how to be a film actor, take a class at KD Studios.
