It says that the pressure in the system is high when I have just drained the system.

You have to evacuate the system. The system needs to be vacuumed down to at least 28" vacuum for at least 45 minutes to remove any moisture in the system, failure to do so will cause premature compressor failure. If the system was opened, you should also replace the accumulator/filter-drier and orifice tube. Take it to a repair shop that has the correct equipment for the job. If you released the refrigerant into the air, it's possible that you got an ice block in the system, which thawed and released the rest of the refrigerant into the system.
As a side note, in Wisconsin, it is a minimum $1500.00 fine for releasing refrigerant into the air.

Because the compressor isn't running. The compressor needs to be operating to bring the low side pressure down so you can add refrigerant.
Why would you drain the system?

bad pressure switch possibly, or a restriction in the system

Maybe you're trying to load from the high side. Try the low side which is proper.
