Yes, she's been lying and playing before the cameras all along, taking advantage of the fact that war is never popular among the public, all the while knowing the vast majority cannot know or, see the importance of Iraq.
She knows full well that our presence in Iraq is a win/win for us and for them and she knows we must stay there indefinitely because giving up that stronghold would be nothing less that remiss and foolish.
However, now, she finds that she must move the public into the realm of reality and she will continue to do so slowly and carefully, as not to lose total credibility and turn the masses against her. She is in the process of trying to re-educate her constituents one step at a time.

The British surge worked in the south until it was clear no government was forming to take advantage of it. Now it is worse and the British are hiding out in their bunkers until they leave.
I suspect the same will happen elsewhere. Unless the Iraq government can pull it together right now, the surge will have had zero effect. Too little, too late. Just more good men and women sent to die for nothing.

By the way, if the surge shows signs of working in certain areas is she supposed to ignore that? She was right, previously it has shown no signs of working. Now it is showing some success and she is admitting that. Where in this is there a lie? It only sounds like she's paying attention and reacting accordingly.
Clinton said she wanted to restore America's image abroad.
"People have to root for America," she said. "They have to want to be on our side."

Not lying, mistaken. Even a politician isn't so accomplished a liar as to be able to lie about the unknown.
Now, she might have been mistaken because she allowed her politics to cloud her assesment of the situation, but such bias is hardly unusual.
Of course, while adimitting it's working, she's also spinning it that it's years too late, hopeless, and we still need to bring the troops home.
