Your question is unclear. Once a judge signs off on the warrant, it becomes active. So if the warrant was active at 4:00 am, yes, someone would be able to see it at 2:00pm the same day.

We have had clients that have been picked up the same day as the warrants are signed. More than likely, however, no one is actually going to come looking for the person for a few days...

Does it matter when it goes into the computer? The warrant is effective at the time the judge signed it, at that point you are subject to summary arrest, in other words without a further warrant. If a warrant has been issued in your name, you should purge the taint and turn yourself in immediately. If you wait until arrest any number of other charges may be added that could complicate your legal position. Since jail time is a penalty you are entitled to court appointed counsel, but if you prefer call your local bar association for help in locating criminal defense counsel. Do not think that a lack of funds will keep you from getting a good lawyer you have a Sixth Amendment right to effective assistance and the resources are there. Do the right thing.

Most of the time after the Judge orders it issued, it takes the Court's Clerk a day or so to enter it into the system and another couple of days for it to actually get to the Sheriff for them to act on it.

Depends on how quickly the clerk types it into the computer. It was probably there to be seen by 2:00.
