Without a doubt it would be Ki from DBZ. While they are technically the same thing they're used in different ways in each show. For example, in Naruto they can put Chakra under their feet and then walk on water. Well in DBZ they put Ki under their bodies and that's how they fly. (umm I'd rather be able to fly than walk on water). In DBZ they use it to destroy planets... that in its own should be enough to settle this. In Naruto there aren't any jutsu even remotely that strong. The strongest chakra users strength wise in Naruto would be Tsunadi and Sakura.. sure they can destroy walls or giant boulders with one punch... but compared to a planet? That's like comparing an ant to a grizzly bear.
You're goign to get more people saying that Chakra is more powerful because Naruto is what's most popular now... Many naruto watchers (cartoon network version) probably haven't even seen DBZ.

I say ki. I haven't watched pass 200 episodes of Naruto, but from what I could see no one is able to blow up Earth.
Frieza was able to blow up Namek without too much trouble, and the entire good guy cast (Goku, Trunks, Vegeta, etc) are much stronger than him now...
So while you can't do cool moves like shadow clone with ki, all the shadow clones in the world wouldn't save you when the person has more than enough ki to blow up a planet without breaking a sweat.
