if the frame is rotten you will have to replace the entire window, frame and all, once you get it removed, mesure from side to side, then top to bottom, this is your rough opening, at lowes, menards, homedepot, etc, buy a Metal frame replacment or plastic frame one, and 4 tubes of a silacone or rubber calking, caulk it around all edges useing one tube to each edge, install it,

use clear silicone window caulk, and just run a bead around the window

i would caulk around the windows and see if that works because that is the cheapest way. and if that doesnt work you might have to replace them.

Remove corking from around the panes......replace new corking around panes. This should do it.
