they must register in a state program for sex offenders, and some are restricted from living in places that would put them in close proximity to a certain group(i.e. schools). But I have not seen a court yet that would even try to issue a order keeping a rapist away from women in general.. the order would be violated everyday..only the specific victims are protected.. A order has to be feasible and realistic

I'm surprised that the police haven't yet acted upon your complaint, because often, sexual offenders are precluded from "hanging" around areas where children gather. I assume you have verified that this man is a convicted molester through the various web sites that offer this information. If you have, and you're sure you have the right guy, I can only suggest that you contact the police again with a formal complaint, and document WHICH officers you speak with - keep good notes. Then, if you have access to any camera equipment, you might start taking photos or videos of him stalking children around the neighborhood as evidence of his activities - that may help light a fire under the local law enforcement. Again, it's important to document everyone you talk to and write down what they tell you - stories have a tendency to change down the road, as you probably know. Finally, you could contact your local political representative - either city managers or county commissioners or state representatives/senators and even your reps in Congress - the more noise you make about this the more chance there is of something being done. However, DON'T take the law into your own hands and do something that turns out to be foolish even though at the time you think it's a good idea - that will ONLY get you in trouble and won't solve the problem. They are prevented from living near schools and enrolling in activities where they would be a position of mentorship over children. They are also not allowed to hang out at child friendly places like parks.
However there is no way to avoid children, you will see them in stores, on the street. Everywhere. Such protection is put in place because children cannot fend for themselves. And don't really know where to draw boundaries.
For a rapist keeping them from women is not feasible. As a great deal of the work force is comprised of women, they would not be able to have jobs, go shopping or obtain really any of the necessities of life. You could ban them from women only organization, however that would be redundant.

No. I don't see how such an order could even be enforced under any circumstances. there is no right for a person to be alone in the presence of children or to hang around playgrounds and schools, therefore it is possible to order them to stay away, but I don't see how you can tell a person to stay away from half the earths population. It would make it impossible to ever find a job, or even look for a job in many places. can't see that happening.

I don't think any rapist is prohibited from being around ALL women, but they are pretty much always prohibited from being around children (that's easier to enforce, too -- stay away from schools and parks) and from their known victims. They are also usually prohibited from doing things that might trigger them to re-offend, like using the internet, drinking alcohol or being in bars, hanging out with other pedophiles, that kind of thing.

NOT ALL RAPIST ARE MEN...THERE ARE RAPIST THAT ARE WOMEN. I'M NOT SURE IF THERE ARE ANY OTHER ORDERS LIKE THE ONE WE HAVE THAT KEEPS SEXUAL PREDATORS AWAY FROM CHILDREN.I HONESTLY THINK THAT THESE PEOLE SHOULD STAY IN JAIL AND ROT IN THERE OR DIE. Offenders are often ordered away from SPECIFIC victims of crimes, but the reason we have all of these restrictions on sex offenders, and particularly child sex offenders, is the belief that they are habitual offenders, and the belief that children can't tell the difference and will be taken advantage of.
(And how exactly are you going to enforce a "no women" law?)

court orders that essentially prohibit people from living are unenforcable and unconstitutional.
in the case of a rapist, i'm sorry to say that the only order a court would issue is for him to remain away from his known past victims.
