Depends on what e-mail program you are using on the old PC and what you will be using on the MAC. If it is a "server based" e-mail like Yahoo, where all the mail is stored on the Internet, then you do not have to do anything. If it is a computer based e-mail, where it saves the e-mails to your own hard drive, then you would have to copy the e-mail file(s) to the new computer.

Because it is different for each e-mail program, I can not answer this without more information....

File > Export on most clients. save it as a csv then copy that file to a USB drive or disk or something then File import on the new system email client

You probably don't.

I would just e-mail anything of importance to yourself using a yahoo! e-mail address, and voila! you can pull them up on your mac.
