PA State Parks offer very affordable camping (I've done tenting for $17/night). The area near carlisle is called "Dutch Country Roads" on the PA State Parks Website. Here's the site: http://www.dcnr.state.pa.us/stateparks/parks/region_dutch.aspx
And they offer online reservations!!

another great camping resource is woodalls: http://www.woodalls.com/
you might have to sign up (there is a free membership level). But you can search for whatever type of camping you prefer (RV, tent).
