Van Halen defined hard rock in the 1980s...Bon Jovi worked within the already known confines of power pop. Van Halen takes the prize.

Van Halen were very big especially around the 1984 album.
Bon Jovi however are bigger, not due to the musical ability (Van Halen put them to shame) but due to the fact that they came at the right time with the right songs. Glam (Big Hair) rock was the in thing, you had Guns N Roses and Motley Crue selling albums like crazy.
In comes Bon Jovi and Slippery when Wet, then game over. Same could be said of Def Leppard and their Hysteria album. Released just at the right time.
Alex and Eddie Van Halen are better if you are talking about musical ability. Then add Dave Lee Roth, who according to Gene Simmons (Kiss) was up there with the greatest frontmen of all time at his peak.

Van Halen, Lead guitar and solos are AMAZING!
Girls like Bon Jovi because he is a pretty boy, and he is a bubble gum rocker. Van Halen rocked for the sake of rocking.

I hate both but Bon Jovi is popular but I cant stand him and Van Halen is better!
