I am doing a paper on national security, specifically what the policy was just prior to and just after 9/11. Can anyone point me in the direction of some good info on PRE-9/11 policy?
Thanks.

George W. Bush's brother was on the board of directors of a company providing electronic security for the World Trade Center, Dulles International Airport and United Airlines, according to public records. The company was backed by an investment firm, the Kuwait-American Corp., also linked for years to the Bush family.

the same Dulles Airport that the terrorists departed from on their mission to the WTC

Seems like George W Bush is not the only INCOMPETENT one in the family

Let's look at facts...
Clinton Administration developed the nation's first anti-terrorism policy, and appointed first national coordinator of anti-terrorist efforts.
Clinton Administration stopped the Al Qaeda millennium hijacking and bombing plots.
Clinton Administration stopped the planned attack to kill the Pope
Clinton Administration stopped the planned attack to blow up 12 U.S. jetliners simultaneously
Clinton Administration stopped the planned attack to blow up UN Headquarters
Clinton Administration stopped the planned attack to blow up FBI Headquarters
Clinton Administration stopped the planned attack to blow up the Israeli Embassy in Washington
Clinton Administration stopped the planned attack to blow up Boston airport
Clinton Administration stopped the planned attack to blow up Lincoln and Holland Tunnels in NY
Clinton Administration stopped the planned attack to blow up the George Washington Bridge
Clinton Administration stopped the planned attack to blow up the US Embassy in Albania
-- Tried to kill Osama bin Laden and disrupt Al Qaeda through preemptive strikes (efforts denounced by the G.O.P.).
-- Brought perpetrators of first World Trade Center bombing and CIA killings to justice.
-- Did not blame Bush I administration for first World Trade Center bombing even though it occurred 38 days after Bush left office. Instead, worked hard, even obsessively -- and successfully -- to stop future terrorist attacks.
--Named the Hart-Rudman commission to report on nature of terrorist threats and major steps to be taken to combat terrorism.
-Clinton Administration sent legislation to Congress to TIGHTEN AIRPORT SECURITY. (Remember, this is before 911) The legislation was defeated by the Republicans because of opposition from the airlines.
-Clinton Administration sent legislation to Congress to allow for BETTER TRACKING OF TERRORIST FUNDING. It was defeated by Republicans in the Senate because of opposition from banking interests.
-Clinton Administration sent legislation to Congress to add tagents to explosives, to allow for BETTER TRACKING OF EXPLOSIVES USED BY TERRORISTS. It was defeated by the Republicans because of opposition from the NRA.
-Clinton Administration increased the military budget by an average of 14 per cent, reversing the trend under Bush I.
-Clinton Administration tripled the budget of the FBI for counterterrorism and doubled overall funding for counterterrorism
-Clinton Administration detected and destroyed cells of Al Qaeda in over 20 countries
-Clinton Administration created national stockpile of drugs and vaccines including 40 million doses of smallpox vaccine.
-Of Clinton Administration's efforts says Robert Oakley, Reagan Ambassador for Counterterrorism: "Overall, I give them very high marks" and "The only major criticism I have is the obsession with Osama"
-Paul Bremer, current Civilian Administrator of Iraq disagrees slightly with Robert Oakley as he believed the Clinton Administration had "correctly focused on bin Laden.
-Barton Gellman in the Washington Post put it best, "By any measure available, Clinton Administration left office having given greater priority to terrorism than any president before him" and was the "first administration to undertake a systematic anti-terrorist effort"

don c gave a great answer, but I'll add one well-documented incident. During the Clinton administration, several missile attacks on bin Laden failed because he moved at the last minute. Late in 2000 a plan was prepared for a ground attack in Afghanistan to kill or capture him. Someone foolishly decided a lame-duck administration shouldn't attempt such a belligerent action and left it to the incoming Bush administration. The transition team was thoroughly briefed, but the Bush administration did nothing to follow up.

The policy before 9/11 was relative passivity when it came to terrorism issues, and the policy after was to blame Clinton for being soft on terrorists. The Republican propaganda machine, enabled by the "liberal" media, has been masterful at slandering Clinton and shfiting the blame to him.

No one who worships Bush as a peacekeeper wants you to know that he ran for president as a relative isolationist. He ridiculed Clinton for "nation-building". Condoleezza Rice became a Republican star by writing an article in a foreign affairs journal that ridiculed Clinton's foreign policy for being "Wilsonian". He didn't let on that his neocon buddies like Wolfowitz had been plotting for years to take over Iraq and install a friendly government there. 9/11 gave Bush the inspiration to side with the interventionist wing of the GOP, and the political cover to go after Hussein.

One byproduct of the obsession with Iraq was that Bush started out focused on Latin America, especially his good buddy Fox in Mexico. After 9/11 he ignored Mexico, and the letdown helped fuel Mexican voters' disillusionment with Fox.

I didn't. But I'm not surprised by it. It's basically a "smarter-run, cheaper U.S. empire." I like mine better. Withdraw all U.S. forces from the over 100 countries around the world where they are stationed and bring them home immediately. Dissolve all military forces except for one combined air force/space operations service. Announce that the one remaining service will not use force against anyone not immediately directly threatening the continental United States. Any attacking forces will be obliterated from orbit, and political dissidents in their homeland will be showered with money and military aid. Since most business leaders will not comply with such a policy, nationalize all big businesses under the direct control of their employees. Use the immense amount of money saved to: 1. Provide infantry weapons to all adult U.S. civilians not in jail or mental hospitals who will agree to be part of a disciplined militia, with training to be administered by community groups and labor unions; 2. Rebuild the nations we have destroyed with our empire's military adventures; 3. Ensure employment, medical, and housing for everyone in the nation, and 4. Assist political groups in the rest of the world that will imitate that approach in their countries. It's called socialist internationalism.

Try researching the laws before and right up to 9/11 and then find out what specific laws came following 9/11.

bush was in office for 8 months. not much time to set up anything, cabinet, appointees, let alone security policies for terrorists that were already in the nation.

also remember the first few months of bush in office was china in essence committing an act of war by forcing down our satelite plane and stripping it down. that was at the forefront of national news for months leading up to 9/11.

go back to the clintonistas and look up "operation able danger" or google jaimie gorelick and the "wal" she put up to prevent the FBI and CIA from data and case sharing which may have led to the arrest of many of the terrorist scum.

also research sandy burger and what he was stealing from the national archive and stuffing in his pants. clinton's coverup of their policies that led directly to 9/11. jaime gorelick also sat on the joke 9/11 committee.

also under clinton we had OKC which was muslims and mcpuke, as well as flight 800 and numerous attacks on the US abroad, embassies, the USS cole etc...clinton's policies led directly to 9/11 and it was covered up.
