I had several patients with this during the course of my career in pediatrics. A few had only minor swallowing difficulties, but others had severe stridor and apneic episodes. The latter group underwent surgery and did well. The surgical techniques are best described by a pediatric surgeon. There are several different approaches. Results are very good, especially when performed in a large pediatric medical center.
