there is dive a s a hm in ruby sapphire and emerald and some pokemon could learn dive by themshelves but i've never heard of a tm dive

HMs and TMs don't duplicate. And Dive is NOT one of the 8 HMs in Pearl and Diamond.
The HMs are...
Cut
Boulder Smash(? sorry I think the name is different, but the move does exist.)
Strength
Fly
Defog
Surf
Rock Climb
Waterfall
And that's it. A number of other moves can be used outside of battle, but those are the only HMs in D&P.

No moves from TMs are neither better or worse then natural moves. They have the same exact power and effects and are effectively the same exact move. Personally I would wait though since it does get psybeam not a half bad psychic move and you could always teach something else psychic then with it.

In the mornings, I usually use an exfoliating cleanser (with little "beads" mixed in) to wash my face. I then rinse and then shave. Then I rinse again. Then I apply an aftershave on the shaven area, and then apply face moisturizer on the rest of the face.
