For this you should have a pro. Roof decks really got to be popular in Baltimore so there were lots of articles are what can happen if they aren't done right. It isn't as easy as it might look and safety is so important.

measure the span in meters eg 4 meters and times by 2 to get your timbers eg 8x2.
1m - 4X2
2m - 4X2
3m - 6X2
4m - 8X2
5m - 10X2
etc
These are your support timbers. place them at 400mm centres.
Overboard these with 18mm OSB.
Then you get a professional in to put the waterproofing finish on.
Then using your decking boards cross the support timbers. I wouldnt screw them down though as the roof will no longer be waterproof. All you can do really is stick them down with clear silicon or even better Gripfill max £5.00 a tube)

I think the procees you are proposing is faulted because when you screw or nail the deck over the water proofing it will be breached. If I understand this correctly?? I have seen decks covered with membrane and then tiled or flagstoned. If I am wrong just ignore my answer!
