I'm going to the WBJHS this year and have been thinking of ideas, too. Half the stuff in my room are DIYed by me. I'll share them with you:
* Recycled paper boxes
1. Taking a small box (i.e. eye drops box, in my case) rip or cut off the top flaps. Discard them.
2. Think of what you'd like to use to decorate it with (i.e. I've used Reese's Pieces wrappers, 2 inch x 2 inch tissue paper balls, photos, water wrappers, scrap cloth, pom-poms, curled ribbon, etc.) Gather the amoutn that you think you will need (depends on the size and # of layers you want).
3. Glue the material onto the box and make sure to make at least two layers and over-lap the pieces if you're using flat materials (cloth, wrappers, straight ribbon, etc.). Make one layer with materials that are not flat.
4. Using a finger or two, press and/or smooth the pieces on the box.
5. Leave to dry undisturbed for at least one hour.
6. When dried, attach a magnet with hot glue and leave to dry for 5 minutes.
7. Use it as a pencil holder, coin box, or whatever you need it for!
*Black and white cookies (not edible)
1. Get a board of half corkboard (to post written messages, phots, notices, etc.) and half white (or chalk) board )for writing notes and/ or messages) or one of each (works better because you get to choose the size, shape, etc. of each).
2. If using a corkboard and white board that is not attached, attach them with hot glue.
3. Clip large clips onto the outer edges (espicially the top for a marker holder) to hold extra messages and/or a border.
4. Push push-pins onto the corkboard.
5. Place [a] marker[s] on the two upper clips above the white board to hold.
6. All done! Now, just push-pin notices to the corkboard, clip photos to the edges of teh white board, put a paper laie (however you spell it?), necklaces, lave, ribbon, or nothing for a boarder, etc. You might even want to attach a mirror to it!
* Locker doorway Decor
You can do this for a bedroom door, a locker door, etc.!

To be honest, there are not truly any stipulations. You spend so little time at your locker (thinking you in basic terms have a jiffy between instructions) yet i assume a reflect could be attainable, in basic terms for fast touch-ups, and probably some components like extra pencils and so on.
