Try dumping a little gas down the carb. If that does not solve the problem → Clip on a remote starter switch to your starter motor. Remove the distributor cap, engage starter. The rotor should turn clockwise. If OK then check that the distributor is installed correctly.
► Remove #1 Spark plug. [Driver's side front]
► Place your finger in #1 spark plug hole.
► Engage starter until you feel the compression
► Align timing marks to TDC
► Rotor should be pointing to #1 spark plug lead on cap located front left of cap.
► Check firing order 1-8-4-3-6-5-7-2
► Check spark
► Check plug wires are correct
► Replace cap
► Check for fuel. Open the choke butterfly and move the throttle. A squirt of fuel should be seen. If no fuel is present dump a little more gas down the carb & try. If the engine starts & runs for a few seconds, repeat several times. If continues to die then replace the fuel filter inside the carb & retry. If the problem is not solve the fuel pump may be faulty.

well you need to prime the gas lines - make sure the carb is full.

The starter needs to be working - as does the battery.

The timing is adjusted by the distributor.

The #1 plug and the #1 spot on the distributor should be pointing at each other to get a good start, then you can use a timing light to get it spot on.

air in that line could properly be the finished problem. given the compression ratios in a diesel, the cylinder stress is in simple terms lots bigger than in a gas engine. i might purge the air out and then look on the relay for the glow plugs after that i'm at a loss simply by fact i an not precisely a diesel tech.
