I guess because they think it should be. Most folks I've known in the past that lost their licenses ended up hiring an attorney to help them get it back or in getting a restricted one that let them get to and from work only.

I knew one fellow that got a restricted license, screwed that up and lost his license for life. That was in Texas many years ago.

Because most law enforcement agencies have found the hardship licenses are just a way to get around the standard procedures and laws. I have heard that most hardship license holders are caught "cheating" on the provisions they agreed to in order to get the special privilege.
