is the darker the sand the darker the water true? or does the location have anything to do with it

Depending on how deep it is. If you are talking about a puddle than yes. If you are talking about the open ocean than no. The ocean gets its color from the sky. The water reflects the blue sky. Many times the light doesn't even make it to the silt level of the ocean (if its deep enough).

The water only get's it's color from the sand below when thwater is shallow, like along a coast. If it's the open ocean the water does not get it's color from the sky. It can reflect the sky but the ocean is blue for the same reason as the sky. The color blue is scattered by the molecules making it visible.
