I was looking at Reptile Classifieds and certain animals it says that they "come with Article 10 papers". I was just wondering what these papers actually are?

Article 10 is a certificate issued by CITES (Convention on International Trade in Endangered Species). You need it for certain types of animals, designated by CITES, in order to legally purchase, sell them or transport them. There is a couple different types of Article 10 papers, I think one type is also required for breeding.
