Most PS's will not do it until you are over the age of 18 unless you can prove that it interferes with your daily activities.
Insurance can cover it, it covered mine 100%. $8,000 was the cost of mine.
Check with your doctor.
Be sure you talk to at least three plastic surgeons covered under your health care insurance. If you go out of your network you will pay more out of pocket for your surgery.
And check out this site, it helped me a lot before and after surgery.

I paid the full cost (AU $11,500) for my reduction. I had mine done at age 21, but my Plastic Surgeon told me that he had previously performed the surgery on girls aged around 16 (with parental consent of course). If you don't have insurance then just try working until you have enough money to be able to take out a loan, that's exactly what I did and I've already paid back over AU $3,500 in 4 months

You could wait until you are done growing...closer to 18 but I know that many young girls have it done at your age as well. I was 28 when I had mine done and by that time I had lost the feeling in 3 fingers on each hand because of the weight of my bra staps on my shoulders and had chronic back and neck pain so I dont think waiting until you are at that stage is a good idea. I think the surgery was around $5000 total but my insurance covered it because I had all that pain and the loss of feeling and chronic headaches so they made it a medical procedure and it was paid for by insurance. See if there are any plastic surgeons in your area who do free or small fee consultations and visit with them about the procedure. I thought my plastic surgeons were the GREATEST and they were so nice and helpful with all the questions I had and concerns, it might be worth it for you to talk with one of them at least to give you an idea of whats involved etc etc. Good luck, I can tell you with 100% absolute certainty that it was the best thing I have ever done and gave me a whole new life with more activities to do, better clothes to wear and my whole image of myself changed when I didnt feel like I was 2 boobs and that's it....good luck to you!!

i think 18 is usually considered the minimum. i know a friend who had her reduction right after she graduated high school. it cost thousands of dollars, but a lot of insurance companies will cover it if your doctor says that you need it for medical reasons. with DDD, you could probably get a doctor's recommendation easily.

Breast reduction surgery is very safe nowadays. My cousin got her breast reduction, tummy tuck and facelift surgery in India by the company called Tour2india4health Consultants .The Price for the surgery she paid in India was very less. She paid 30% of the cost she was quoted in America.
Tour2india4health Consultants is very famous in India. They arrange cosmetic and plastic surgery for foreigners in India. I read a lot about them in the Newspapers and about their patient stories. They arrange financing for USA, Canadian, UK and other international patients who plan to have surgery abroad for low price, as the breast reduction, tummy tuck, facelift and other cosmetic surgery is not covered by insurance. They also have photos pasted of their International patients. You can checkout their website. There are huge cost savings. As a doctor I personally believe that surgery can be easily handled in India, as the quality of healthcare available In India is simply best in the world. The surgeons are USA/UK trained and facilities are 5 star.

Hope this helps.
