Our commode only runs about once per hour. Surely there has to be a simple way to adjust the ballcock so that the commode is not calling for so much water.

Check two things.
Be sure the flapper which seals the drain at the bottom, is not leaking. These become warped over time. This may allow water to seep, triggering the water supply.

If this isn't the problem, the ball cock may not be cutting off the supply.
At times I've taken the rod holding the ball and very carefully bent it downwards just a bit, use both hands. This allows the ball to cut off supply and prevent any continous flow.

Usually you bend the ballcock arm downward to adjust the water level lower. But! It sounds like your loosing water and every so often the ball cock drops and calls for water.I believe your flapper is not seating and allowing water to seep out slowly because it needs to be replaced. One more possibility is the ball has water in it screw it off and shake it you'll hear the water swishing around,if so replace it.

It could be the rubber flapper that seats to close the water off inside is filled with sediment or **** of some kind;
Try cleaning it really well and check to be sure it isn*t dented or damaged somehow that could stop it from sealing properly. I just fixed our yesterday by doing that and then putting petroleum jelly all around the rim so that it seats really tight. Works fine now.

there is a screw on the top of the float rod at the top of the water fill control, you can tighten this screw a little and the water will cut off sooner! Good Luck!
